Terms of Reference

To develop and lead a team that can mediate, advise, advocate and communicate with all stakeholders on issues in relation to the management of all natural resources for the benefit of the private sector and for the country as a whole.

Attend to issues related to the management of natural resources as they relate to the passage and implementation of relevant and appropriate legislation.

Attend to issues from a private sector position as they relate to the development of mining and the granting of concessions for mining, the prospecting for or removal of petroleum deposits, the development of the country’s forestry resources, land management and the use of the country’s land resources as well as the preservation and utilization of the country’s biodiversity.

Function as an interface with the government on issues related to the Low Carbon Development Strategy.

Meet with government agencies and other stakeholders on national policies for the management of natural resources in Guyana.

Identify emerging threats to the preservation of the country’s natural resources and advise the relevant authorities as to the appropriate measures to be taken to mitigate such threats.

In collaboration with the Executive Director and Technical staff of the PSC, prepare position papers on issues that need to be addressed by the Natural Resources Management Sub-Committee and present them to the Council for ratification and onward submission to the relevant authorities for their consideration and action.

In collaboration with the Executive Director, Technical staff of the PSC and the officer responsible for public relations, create public awareness programs that will inform the private sector and all sectors of society on issues related to the management of natural resources.

Members of the Sub-Committee

The Sub-Committee should seek to attract members who can contribute to the areas that fall under its ambit. Such members may come from the following organizations:

  • Private Sector Commission
  • Heads and members of equivalent Sub-Committees of PSC Sectoral members.
  • Organisations or persons (approved by the Sub-Committee) who do not come from organisations listed above and have the appropriate skills that can be used by the sub-committee.
