Terms of Reference

Liaise with the Government on all finance and finance-related issues of importance to the PSC membership, the private sector, and the country.

Develop, and articulate to the Executive Management Committee/Council, policy positions of the PSC on national issues of a financial nature.

Liaise with the Trade and Investment Sub-Committee on all matters of finance that have a bearing on competitiveness.

Review and make recommendations and provide an oversight function to the Executive Management Committee on matters associated with Bilateral and Multilateral donors.

Support the PSC in its development of policy positions about fiscal reform, investment guide/code, anti-smuggling reforms, value for money audits, etc.

Assist the Executive Management Committee/Council in formulating recommendations for investment-boosting improvements in the financial sector.

Support the crafting of proposals for consideration for national annual budget
presentations; reviews of annual budget presentations and budget performance
against targets.

Keep the Executive Committee informed regularly about anyinteresting
developments in the areas being monitored.

Recommend actions aimed at ensuring that the PSC remains a strategically viable
and sustainable institution in the short to medium term.

Provide budgetary oversight functions for PSC Secretariat.

Assist the Executive Management Committee of the PSC in the planning of fund-raising initiatives such as Award Dinners, Luncheon Speaker Programs,etc. to generate funds for the PSC.
